Singapore will roll out a new visa pathway in January 2027 designed for leading experts in artificial intelligence and technology under the Overseas Networks and Expertise (ONE) Pass scheme.
The move aims to strengthen Singapore’s appeal to highly skilled professionals in emerging fields such as AI, quantum computing, and advanced technology sectors. The ONE Pass (AI and Tech) track will replace the existing Tech.Pass, offering more flexible and attractive terms for global talent.
Currently, the Tech.Pass requires applicants to have earned a fixed monthly salary of at least S$22,500 over the past year, with additional compensation like employee stock options considered on a case-by-case basis. Under the new ONE Pass (AI and Tech) track, applicants must have earned at least S$30,000 a month in the previous year. This can include non-cash components, recognising that high-level tech professionals may receive part of their remuneration through shares or stock options.
Eligible candidates must also demonstrate at least five cumulative years of experience in senior leadership roles, such as founders, C-suite executives, or technical positions like senior software engineers, within the past decade. Their current or most recent role must be in a technology company, a tech-focused division, or a tech venture capital firm.
Companies must meet high thresholds, including a valuation or market capitalisation of at least US$500 million, annual revenue of US$200 million or more, or at least US$500 million in assets under management. Tech startups that have raised US$30 million or more in funding are also eligible.
These requirements largely mirror those of the Tech.Pass, first introduced in 2021 to attract accomplished global tech entrepreneurs, business leaders, and technical experts. By mid-2022, around 250 unique Tech.Pass applications had been approved.
The new ONE Pass provides a longer tenure, valid for five years and renewable in five-year increments. The scheme, launched in 2023, extends beyond technology to include top talent in business, research, academia, arts, and sports, with over 8,000 people currently holding the pass.
The government expects the new ONE Pass (AI and Tech) track to foster business growth and create opportunities for local professionals, while maintaining Singapore’s status as a global hub for talent and innovation. Given the high eligibility standards, the number of approvals is anticipated to be limited.
Other nations have also recently introduced visa programs targeting high-skilled tech professionals, highlighting a global race to attract expertise in artificial intelligence and related fields.
